Joseph M. Shields​

Joseph M. Shields, Esq. is a trusted business counselor to clients, delivering expert advice and growth strategies on complex public policy, finance, economic and communication initiatives.

With extensive executive experience, Joe has served directly three U.S. governors and worked closely with dozens of federal and local leaders, stewarding robust agencies and initiatives on a bi-partisan basis. Joe is a tenacious advocate, skilled technician and proven problem-solver in government markets, procurement, and policy.

His acumen, policy endeavors, and technology work earned recognition in the media and competitive national awards for impact and innovation. Joe leads and convenes several companies, causes, and associations, and his representative clients include the Rockefeller Foundation, Microsoft, Cisco, General Motors, Zoll Medical, and a range of growing businessess, acutely in technology, defense, public safety, pharmacy benefit and health care sectors. He speaks frequently with the press, and as a subject matter expert and thought leader at industry gatherings.

Shields earned his Juris-Doctorate from Temple University’s Beasley School of Law, while attending law-school at night. He is a cum laude graduate of Syracuse University’s Maxwell School of Public Affairs and Citizenship. Joe lives with his beautiful wife of over 20 years, their two children and their dog, Kobe, in Northern Virginia’s wine country.
